The purpose of the question isn't to get people to admit to their anti-government beliefs but to create paperwork that would allow the government to deport them when and if they are caught committing a deportable crime.

A more everyday example is the "no jeans" rule that a number of bars and dance clubs have. It's enforced only in cases where someone's acting rowdy or causing trouble in some way -- it gives the establishment a clear-cut reason to eject a problem patron.
