Based on the area code (0161), that's somewhere in Manchester. I'm from Manchester, and I can tell you with 99% certainty that the people who wrote that slogan knew exactly what it means.

That is indeed in Manchester. Just off the Princess Parkway, opposite Nell Lane and Withington Hospital. It is almost a claim hotly disputed by one of my colleagues.
