I´m almost 100% sure that this picture is of a catholic tradition of Spain, (where I live), of San Antón´s day, 01/17 of each year.
People brings their pets to be blessed and have health all year around, (any kind of pets, snakes and birds included).
Firemen, police and specially trained rescue dogs also get their blessings.
But just the face of that little one!.

Yes, it is an animal blessing. I believe that it's associated with St. Francis of Assisi, patron saint of animals.
