Three newborns, all genetically linked to the same mother, have been left in the same neighborhood in the last few years. The most recent one, a girl, died.

The reason people need to be told it is more subtle than you think (and not very well conveyed by that sign): In California, new mothers can legally abandon their babies at hospitals within 72 hours of birth, no questions asked.
